XX. Chat it has repeatedly been asserted that dried expectorated matter carries infection and that, if spitting in public places is not carefully regulated, the Public Health will be affected. Assuming this to be correct, your petitioners cannot, however, discern the difference

as far as insanitary results are concerned, between spitting on the side-walk or in common en- trances or on wharves and spitting in the side channels or public streets. Nor can they im- agine any effective remedy, short of total prohibition of spitting in any place whatsoever, unless into receptacles filled with a disinfectant.

Hour Petitioners therefore humbly pray that your Lordship may see fit to advise

His Most Gracions Majesty the King to disallow the said Ordinance as passed by the Legislative Council of this Colony and that the same may be returned for amendment by deleting the said Section 8 therefrom, And Your Petitioners will ever pray &c.
